A new report written by retired judge Marion Buller shows how a piece of land owned by the Westbank First Nation was assessed at more than $5 million, but sold for just $1.5 million.
The elected chief of Westbank First Nation is promising swift action, including a criminal investigation, following revelations that a staff member sold a plot of land assessed at more than $5 million for less than a third of its value.
“This land was purportedly sold without valid authorization, and ultimately that purported sale of these lands without an updated appraisal has cost the Nation millions of dollars,” he said.
Buller’s report identifies the staff member responsible for the sale as Raf De Guevara, who was a director of intergovernmental affairs and title and rights for the Nation at the time.
The independent review was prompted by a petition from members of the First Nation who were concerned about how the sale was handled, Derickson said.
The Peachland property at issue in the report was originally Crown land within the Westbank First Nation’s traditional territory, and ownership was transferred to the Nation for $1 in 2011.
Buller outlined a number of other issues with how the sale was handled, including problems with record-keeping, non-compliance with the Nation’s policies about in-camera meetings, a lack of public discussion about the planned development, and the failure of Derickson to act as negotiator during the sale, as required by the Nation’s constitution.

Westbank First Nation says it will be changing its policies following an independent report into an alleged improper land sale.
According to Westbank First Nation, the report was released this week, and it “Identifies multiple, serious problems with the transaction, potentially depriving the Nation of millions of dollars.”
WFN says the sale happened in 2021 and involved two WFN staff members who sold and transferred property in Peachland without council authorization.
“Council has accepted the findings and recommendations contained in the report and is taking immediate action to implement the reforms needed to protect WFN’s ability to self-govern,” the First Nation said in a press release on Friday.
The First Nation says it’s pursuing further civil and criminal investigations into the transaction to either get the land back or get appropriate compensation for it.
Derickson said one employee involved in the sale no longer works at WFN, while the other is on a leave of absence.
“Because our citizens – and in this case, our members or the residents living on our lands, businesses on our lands or those who partner with Westbank First Nation – deserve to see the full picture and deserve an accountable, transparent government.”

Criminal and civil investigations into why two Westbank First Nation employees were able to purportedly sell nearly 60 hectares of band-owned land in the hills above Peachland are presently underway.
WFN Chief Chris Derickson, in an interview with Castanet News, says those employees, including Raf De Guevara, manager of Inter-Governmental Affairs/Title & Rights, did not have the expressed authority to make the sale.
THE LAWSUIT. The property in question was at one time part of a redevelopment of the former Ponderosa Golf Course as well as a large housing development led by former professional golfer Greg Norman.
The civil lawsuit filed by WFN on Feb. 14 names numbered company 1284464 B.C. Ltd. as a defendant.
WFN had partnered with several companies including Treegroup Development Corp. for the proposed Ponderosa development in Peachland, but the project never came “To fruition as Treegroup was not able to carry out its responsibilities under the project.”
The First Nation claims the defendant knew or should have known the land deal was “Unconscionable” since it required a Band Council resolution authorizing the sale.
“The Plaintiff is ready, willing, and able to return the monies paid by the Defendant under the Purported Agreement back to the Defendant,” the claim states.

FORT LAUDERDALE – The world’s largest cruise ship sailed with its first customers Friday from Port Everglades breaking in the first of two Florida homes planned for the Royal Caribbean vessel this year.
“It’s not a goal for us to say the next ship will be the biggest ship,” said Mark Tamis, Royal Caribbean International’s senior vice president of hotel operations.
Wonder of the Seas is the fifth of six announced Oasis-class ships, coming in at 1,188 feet long, 217 feet wide ship with 18 decks and 2,867 staterooms.
The other four ships in the class each held the title of world’s largest cruise ship starting with Oasis of the Seas in 2008 followed by Allure of the Seas in 2009, Harmony of the Seas in 2016 and Symphony of the Seas in 2018.
Since it’s the biggest, the ship also features the largest space carved out for suites on any Royal vessel with its own lounge, elevated sun deck with plunge pool, bar and loungers plus a private dining experience called Coastal Kitchen.
Wonder of the Seas touts it as the new eighth neighborhood while the other Oasis ships only have seven: Central Park, Boardwalk, Pool & Sports Zone, Entertainment Place, Royal Promenade, Vitality Spa & Fitness Center and Youth Zone.

The new cruise liner has surpassed its sister vessel Symphony of the Seas as the world’s biggest cruise ship.
The sheer size and volume of the Wonder of the Seas is somewhat of an engineering marvel, fully fitted and decked with amenities, facilities and luxuries that can seem somewhat misplaced on the high seas.

BANGOR, Maine – Bangor is hosting the first cruise ship in a decade following City Council approval of a lease on the riverfront.
American Cruise Lines has started planning its summer schedule and anticipates bringing a cruise ship to Bangor in the next few months, CEO Charles Robertson told the Bangor Daily News.
The City Council agreed to a 20-year lease with the company, which offers trips along the Maine coast, the Hudson River, the Mississippi River and several locations on the West Coast.
It last docked its ships in Bangor about a decade ago.
It’s billed as a small cruise company, meaning its vessels carry fewer than 250 passengers.

WestJet To Buy Sunwing Amid Turbulent Global Travel Market
The WestJet Group has announced a deal to buy Sunwing Airlines and Sunwing Vacations, bolstering its presence in the holiday tour market as competition among Canadian carriers heats up.
Financial terms of the agreement, which will see Sunwing’s shareholders become equity holders in the WestJet Group, were not disclosed.
Unveiled Wednesday, the deal brings together two highly complementary businesses, “WestJet being a little bit more upmarket and Sunwing being a bit more mass market,” WestJet CEO Alexis von Hoensbroech said in an interview.
Under the agreement, WestJet will create a new tour operator unit headed by Sunwing CEO Stephen Hunter that includes Sunwing Vacations and WestJet Vacations as separate brands.
WestJet will also expand to include Sunwing Airlines, adding capacity as it turns seasonally operated aircraft into year-round jets.
Launched in 2005, Toronto-based Sunwing is controlled by the Hunter family – Germany’s TUI Group owns the other 49 per cent of the airline – and Calgary-based WestJet was purchased by Onex Corp. for $3.5 billion in 2019.
About 95 per cent of the seats Sunwing sells are part of a vacation package, versus just five per cent for WestJet, he said.

For UVGI applications in AHU and ductwork, maintenance personnel may be at increased risk even if their exposure time to the UVGI irradiation is short, because they will be in close proximity to the UVGI source.
RESEARCH NEEDS Additional areas of research needed to determine the most effective upper-room UVGI systems include UVGI measurements, air mixing, the effect of low humidity, microbial sensitivity, and testing and validation of upperroom UVGI systems.

The Minister of Education and chair of the Left Alliance party, Li Andersson, echoed Marin’s stance but also added that her party has not ruled out NATO membership.
The Swedish People’s Party has supported the idea of joining NATO but now the party’s chair, justice minister Anna-Maja Henriksson, said a decision must be reached that best protects the country’s security.
The Finns party’s current chair, MP Riikka Purra, said the decision about NATO membership needs to be made carefully, despite the ongoing crisis.
The party leaders also discussed Finland’s defence, Marin told reporters, saying that it was clear that spending on Finland’s defence, internal security and self-sufficiency needs to be increased.

Electrification is the process of powering by electricity and, in many contexts, the introduction of such power by changing over from an earlier power source.
Broadly speaking, electrification was the build-out of the electricity generation and electric power distribution systems that occurred in Britain, the United States, and other now-developed countries from the mid-1880s until around 1950 and is still in progress in rural areas in some developing countries.
Many electric railways generated their own power and also sold power and operated distribution systems.
On its completion in 1891 it was the first truly modern power station, supplying high-voltage AC power that was then “Stepped down” with transformers for consumer use on each street.
Charles Merz, of the Merz & McLellan consulting partnership, built the Neptune Bank Power Station near Newcastle upon Tyne in 1901, and by 1912 had developed into the largest integrated power system in Europe.

Through the Electrification Futures Study, NREL explored the impacts of widespread electrification in all U.S. economic sectors.

A new anti-obesity medication was shown to be almost twice as effective at helping individuals lose weight than some of the current weight-loss drugs on the market, according to a new landmark study conducted at Northwestern Medicine and other institutions.
Body mass index of 38 kg/m2, participants’ average weight loss was 14.9% compared to 2.4% for the placebo group.
When compared to other weight-management drugs currently on the market, which are proven to help individuals lose between 6 to 11% of their body weight, semaglutide is about 1.5 to two times more effective.
Approximately 70% of study participants reached a weight loss of at least 10% of their baseline body weight, which is clinically relevant, Kushner said.
“A lot of the health concerns we see in people who are struggling with their weight, such as diabetes, high blood pressure or gastroesophageal reflux disease, tend to improve when they reach a weight loss of 10%,” Kushner said.
“It’s the very first time we have a medication that even begins to approach the weight loss people achieve with bariatric surgery,” Kushner said.

New York blew a 14-point lead in Randle’s absence, but Mitchell Robinson’s layup with 15 seconds left gave the Knicks a 113-112 lead. Alec Burks added a free throw to give the Knicks a 114-112 advantage – but missed his second attempt – giving the Suns an opportunity in the final seconds.

LONDON – Britain will be able to move more quickly to sanction Russian businessmen over President Vladimir Putin’s decision to invade Ukraine as a result of new legal measures which will be sent to parliament next week, Prime Minister Boris Johnson said.
Asked by foreign correspondents in London why Roman Abramovich, the highest-profile Russian businessman in Britain due to his ownership of Chelsea Football Club, had not been sanctioned, Johnson said the government had to move carefully.
“There’s no point saying, yeah, we’re going to go after him, and then you come up against the brick wall of lawyers. So we have to get it right. We’re also trying not to just make this about one individual,” Johnson added.
Britain has been criticised for not moving as quickly with sanctions against individuals as the European Union, the United States and Canada.
Johnson said amendments to Britain’s economic crimes legislation due to be presented to parliament on Monday would help the government act with more speed.
“Top line of what our package on Monday will do is that the measures that you have against individual oligarchs in Europe will essentially allow us to catch them too,” he said.
Britain on Thursday sanctioned two more Russians – industrialist Alisher Usmanov and former deputy prime minister Igor Shuvalov.

Now, two of the Big Pharma’s blood pressure drugs have been recalled in Canada this week after Canada’s health authority found levels of a type of nitrosamine too high to be allowed in the drugs.
Pfizer Canada recalled all 8 lots of blood pressure drug Accuretic yesterday after higher-than-approved levels of N-nitroso-quinapril were found.
That recall was just two days after the pharma subsidiary recalled 15 lots of Inderal-LA, another blood pressure drug, over similar concerns over nitrosamines.
The regulator said in recall notices for the two drugs that there’s no immediate risk in taking Pfizer’s meds, at least temporarily.
Patients on those drugs should talk to a doctor about treatment alternatives, according to Health Canada.
