Potential effects to surface water-groundwater interactions, including effects to baseflows and temperature in nearby watercourses, and associated effects to fish and fish habitat, including effects to critical habitat for aquatic species at risk in the Crowsnest River watershed and the Castle River watershed.
Another Alberta Coal Project Added To Federal Environmental Assessment List
Environmental groups and First Nations say they are pleased the federal government is adding another proposed coal mine in Alberta’s Rocky Mountains to the list of projects it will review.
On Monday, federal Environment Minister Jonathan Wilkinson said Montem Resources’ proposed Tent Mountain project should be reviewed by the Impact Assessment Agency of Canada because it could release the contaminant selenium, an element commonly found in coal-bearing rock that is toxic to fish at high levels.
“Kainai has requested federal intervention in this issue on multiple occasions,” says a letter from the band to Wilkinson, posted by the Impact Assessment Agency of Canada.
The Kainai wanted the minister to go further and order a regional assessment, which would consider the cumulative impacts of all Alberta’s proposed coal mines instead of a project-by-project assessment.
Bobbi Lambright of the Livingstone Landowners Group wrote that a federal review will do a better job examining a mine’s potential impact on the headwaters of rivers that local people depend on.
“We are encouraged that Minister Wilkinson has recognized it requires a thorough, transparent and public federal assessment to examine its potential effects on water quality.”
Two weeks ago, Wilkinson promised any coal mine that had the potential to release selenium into the environment would face a federal review.

Montem Resources Ltd’s Tent Mountain Mine in Alberta, Canada, has been designated as an advanced coal project by the Government of Alberta’s Coal Policy Committee.
As advanced coal projects are unaffected by the Ministerial Order resulting from the Coal Policy Committee’s recommendations, Montem’s project remains unaffected.

The pricing basis of the 2020 Tent Mountain Mine Feasibility Study was long-term forecast premium hard coking coal price of US$150/tonne, and discounted 13% for the Tier 2 HCC product to be produced at Tent Mountain.
Taking a more moderate look at future hard coking coal prices, and assuming a long-term reference price for premium hard coking coal at US$200/tonne, with the assessed 13% discount for the Tent Mountain product, the mine restart project would return an IRR of 45.5% and a NPV8 of C$493 million.
Alberta has tremendous potential to be a safe, environmentally responsible producer of steelmaking coal for the world and Montem’s Tent Mountain Mine represents an important source of new, responsibly mined and ethically sourced steelmaking coal.
Tent Mountain Mine Redevelopment Project
Is now available to help the public and Indigenous groups participate in the impact assessment process for the proposed Tent Mountain Mine Redevelopment Project, located west of Coleman, Alberta.
During the current comment period, which ends December 16, 2021., the public and Indigenous groups are invited to review the summary of the initial project description and provide comments.
As a next step, the Agency will determine whether a federal impact assessment is required for the project.
If one is required, eligible applicants will receive additional funding to participate in a second comment period during which the public and Indigenous groups will be invited to provide feedback on the draft Tailored Impact Statement Guidelines and the draft Public Participation Plan.
The Proposed ProjectMontem Resources Alberta Operations Ltd. is proposing to restart and expand mining operations at the Tent Mountain Mine, an open-pit coal mine located 16 kilometres west of Coleman, Alberta.
As proposed, the Tent Mountain Mine Redevelopment Project would expand the original mine pits to allow for the production of 4925 tonnes per day of raw coal used for steelmaking, over a 14-year mine life.
The project would also include a coal handling and processing plant near the mining area and a rail loading facility located next to Provincial Highway #3. More information on this project is available on the Canadian Impact Assessment Registry website, reference number 81436.
