Currently, c-Si technologies are achieving economies of scale to allow them to be cost competitive to a-Si and TF-Si technologies, in spite of the energy intensive process and device thickness in excess of 200 µm. However, if PV is to go from the MW manufacturing capacity to the GW scale, such thick devices will lose that advantage and thin-film Si will be the logical choice: thin to reduce the cost of the bulk semiconductor and Si because of its abundance over exotic materials used in other thin-film technologies.

Harmonized Sales Tax: What Is It?

Harmonized sales tax is a consumer tax that combines the Canadian federal goods and services tax and provincial sales tax.

Not all Canadian provinces collect the HST. Your sales tax rate-and type of sales tax-will depend on where you are in the country.

Harmonized sales tax is a retail consumption tax levied at the point of sale.

To help maintain revenue neutrality of total taxes on individuals, the Canadian government and the participating provincial governments have accompanied the change from a cascading tax to a value-add tax with a reduction in income taxes, and instituted direct transfer payments to lower-income groups.

In 1996, three of the four Atlantic provinces – New Brunswick, Newfoundland and Labrador, and Nova Scotia – entered into an agreement with the Government of Canada to implement what was initially termed the “Blended sales tax” which would combine the 7% federal GST with the provincial sales taxes of those provinces; as part of this project, the PST portion of the new HST in these provinces dropped from 10% to 8%. The result was a 15% combined tax when the federal GST was added.

The report concluded that “Unless you are among the 15 per cent of families with an income under $10,000 a year, you’re paying more sales tax under the HST than you would under the PST/GST: On average about $350 per family.” The report also predicted that by 2020, the HST is anticipated to result in a BC economy that will “Be $2.5 billion larger than it would be under the PST. That’s about $480 per person or $830 per family.” British Columbia residents voted in a referendum in August 2011 to repeal the HST, resulting in the province reverting to the former PST/GST model, with rates of 7% and 5% respectively, on April 1, 2013.

A separate report from the Roger Martin task force on the economy found the HST would lower taxes overall as “Increased revenue from the harmonized sales tax is matched by reductions in corporate and personal taxes and by tax credits. The effect is revenue loss.” The Globe and Mail reporting on the study found that the “Ontario government will actually lose revenue.” In a report by researcher David Murrell for the Canadian Centre for Policy Studies, the net impact of the tax was expected to be “Modestly progressive” for the poorest households to upper-middle-income families while increasing taxes by $320 in British Columbia and $290 in Ontario.

Only 39% of the public believed the HST would be beneficial for businesses whereas the Task Force on Competitiveness, Productivity and Economic Progress concluded that a harmonized sales tax would reduce administrative costs for small businesses and lead to reduction in taxes, as they would recover sales taxes they would have paid on goods and services they purchased.

The ruling BC Liberals had campaigned in favour of the HST since its introduction the previous year, noting it would be too costly to return to the original GST/PST system; they pointed to the money they would have to pay back to Ottawa, the lost tax revenue, and the amount it would cost taxpayers to have to switch back and forth between tax systems.

The provincial government committed to exempting some items while critics noted that electricity would see an increase from 5% GST to 14% HST; prior to the HST, electricity was not taxed by the PST. The HST was introduced to Prince Edward Island on April 1, 2013 which dropped the tax on goods to 14% from 15.5% and raised the tax on services from 5% to 14%. In Ontario, the HST increased tax on gasoline and diesel from 5% to 13%. In British Columbia, the HST applied on motor fuel and diesel but the 7% provincial portion was refunded at the point of sale, meaning the effective tax would remain at 5%, the rate of the GST. PST was only applicable to goods, whereas HST is generally applicable to both goods and services.

While the Harmonized Sales Tax generally applies to cannabis products, purchases of most forms of recreational cannabis are not eligible for the Ontario First Nations HST point-of-sale rebate.

Medical cannabis purchases continue to be eligible for a rebate of the 8% Ontario portion of the HST, as long as they meet all the rebate criteria.

Ontario provides relief on the 8% provincial portion of the HST on specific items through a point of sale rebate.

Pretreatment is used to remove simple things from the wastewater stream that can be filtered or precipitated out, conditioning the water and reducing the suspended solids and materials that would otherwise scale and/or foul following treatment steps.

In a very slow settling process, the water rises to the top and overflows at the perimeter of the clarifier, allowing the solids to settle down to the bottom of the clarifier into a sludge blanket.

The RO train will capture the majority of dissolved solids that flow through the process, but as mentioned in a prior article about common problems with ZLD, it’s important to flow only pretreated water through the RO system, as allowing untreated water to go through the semipermeable membranes will foul them quickly.

The leftover waste then goes from an evaporator to a crystallizer, which continues to boil off all the water until all the impurities in the water crystallize and are filtered out as a solid.

Zero liquid discharge is an engineering approach to water treatment where all water is recovered and contaminants are reduced to solid waste.

While many water treatment processes attempt to maximize recovery of freshwater and minimize waste, ZLD is the most demanding target since the cost and challenges of recovery increase as the wastewater gets more concentrated.

Zero liquid discharge is a treatment process that converts wastewater to recycled water and solids, leaving zero discharge at the end of the treatment cycle.

The end product of a zero liquid discharge system is a solid residue of precipitate salts that needs to be transferred to a solid waste disposal facility, such as a landfill.

The process dates back to the 1970s, when the increased salinity of the Colorado River led to a regulatory mandate of zero liquid discharge for nearby power plants.

Zero liquid discharge continues to be adopted at power plants in the power industry.

Hapoalim held out the prospect of restoring dividend payouts but its shares slid 5% in Tel Aviv.The bank said it earned 934 million shekels in the October-December period, compared with 915 million a year earlier.

Credit loss expenses came to 187 million shekels, whereas in the year earlier period it posted an income from unwinding loan loss provisions of 187 million.

Over the first nine months of 2021, it had recovered 1.41 billion shekels from credit loss provisions, unwinding most of that made during the crisis.

A123 Systems

A123 systems is a developer and manufacturer of lithium iron phosphate batteries and energy storage systems.

BAE Systems announced that, from 2008, it would offer A123 Systems’ lithium-ion battery technology as part of its HybriDrive Propulsion System used in the 2008 version of the Daimler Orion VII hybrid electric buses.

In January 2009, A123 systems applied to the U.S. Department of Energy’s Advanced Technology Vehicles Manufacturing Loan Program for US$1.84 billion in direct loans to support the construction of new lithium-ion battery manufacturing facilities in the United States, locating the first plant in southeast Michigan near Detroit.

In August 2012, Chinese automotive components manufacturer Wanxiang Group agreed to invest up to $465 million to acquire as much as 80% of A123 Systems; but the acquisition was not completed before A123 filed for bankruptcy.

On January 28, 2013, Wanxiang America purchased the preponderance of A123’s assets out of bankruptcy for $256.6M and organized A123Systems, LLC. An earlier statement, released by A123 Systems in early October, said that it had entered an asset purchase agreement with Johnson Controls, with the stipulation that the company’s bid must be approved by a US bankruptcy court and could be topped by a rival bidder.

In March 2018, the US battery manufacturer Lithium Werks announced it took over the Chinese factory of A123 Systems in Changzhou, plus the workforce and clients base in China, Europe and the United States.

Better Place is running a demonstration project with three electric taxis powered by A123 Systems batteries.

Embattled Battery Co. A123 Systems Charged With $2M Lien In Michigan

A123 Systems LLC, a Michigan-based energy storage manufacturer and developer, was hit with a $2,079,519 construction lien on July 15.

The lien claimant, Morgan/Harbour Construction, alleges A123 has failed to pay the multi-million dollar amount for labor and materials provided as part of improvements made to the battery company’s new headquarters in Novi, Michigan.

Consistent with Michigan’s construction lien laws, the lien will be effective for one year, during which time Morgan/Harbour will need to either release the lien or file a foreclosure action, a litigation A123 is already facing.

On June 8, subcontractor Doublejack Electric Co., Inc. filed a foreclosure in Oakland County court against A123 Systems pursuant to a lien arising from work completed on March 4, 2020.

A123 is not inexperienced when it comes to legal actions on financial liabilities.

A123’s transition into the Novi headquarters, which began at the end of 2018, was part of a consolidation effort which saw the closure of its Livonia and Romulus, Michigan facilities, matched by the elimination of hundreds of jobs.

The new Novi headquarters, envisioned as an “Epicenter of engineering” that “Grows our engineering workforce” by A123 Systems CEO Jason Forcier, is now plagued by a foreclosure action and a multi-million dollar lien filing, dampening its new-facility sheen and building on its embattled financial history.
