Post Idea #3: Cyberwarfare by China

Cyberwarfare By China

Cyberwarfare by China is the aggregate of all combative activities in the cyberspace which are taken by organs of the People’s Republic of China, including affiliated advanced persistent threat groups, against other countries.

Officials in the Indian government believe that attacks on Indian government networks, such as the attack on the Indian National Security Council, have originated from China.

The United States of America has accused China of cyberwarfare attacks that targeted the networks of important American military, commercial, research, and industrial organisations.

A Congressional advisory group has declared China “The single greatest risk to the security of American technologies” and “There has been a marked increase in cyber intrusions originating in China and targeting U.S. government and defense-related computer systems”.

In January 2010, Google reported targeted attacks on its corporate infrastructure originating from China “That resulted in the theft of intellectual property from Google.” Gmail accounts belonging to two human rights activists were compromised in an attack on Google’s password system.

On 6 August 2020, Wired published a report, stating that “Taiwan has faced existential conflict with China for its entire existence and has been targeted by China’s state-sponsored hackers for years. But an investigation by one Taiwanese security firm has revealed just how deeply a single group of Chinese hackers was able to penetrate an industry at the core of the Taiwanese economy, pillaging practically its entire semiconductor industry.”

In July 2020 it was reported that Chinese state-sponsored hackers operating under the named RedDelta hacked the Vatican’s computer network ahead of negotiations between China and the Vatican.

What Are China’S Cyber Capabilities And Intentions?

Most underscore a view that China is using cyber power to rise and ultimately win global dominance, and that the Chinese government is behind the scenes in many malicious cyber activities.

Though many of the allegations focus on the tension between China and the United States on cyber espionage, these actions are unlikely to cause armed conflict since almost all capable actors conduct cyber espionage.

Suspicions of intentions and capabilities of cyber warfare could drag the US and China into arms races, and even hot wars, due to the role cyber tools can play in military operations.

The first is that China has not developed its cyber capabilities in a vacuum.

Though there is no commonly accepted conception of cyber warfare, one made by a RAND Corporation study is frequently quoted by Chinese military analysts: cyber warfare is strategic warfare in the information age, just as it was nuclear warfare in the 20th century.

Again, China’s Military Strategy describes the primary objectives of cyber capabilities to include: “Cyberspace situation awareness, cyber defense, support for the country’s endeavors in cyberspace, and participation in international cyber cooperation.” The strategy frames these objectives within the aims of “Stemming major cyber crises, ensuring national network and information security, and maintaining national security and social stability.”

Guided by these principles, the primary stated goal in cyber warfare is to enhance defense capabilities in order to survive and counter after suffering an offensive cyber strike.

CISA recommends users and administrators review the publications in the Chinese Malicious Cyber Activity section as well as the following resources for descriptions of tactics and techniques associated with this threat and recommended mitigations and detections.

How China Uses Cyber Theft And Information Warfare

Beijing is leveraging increasingly sophisticated cyber operations and widespread theft of technological secrets in the digital domain as one of the key pillars of its military modernization strategy, a new Pentagon report finds.

Cyber and information operations are two areas that are seeing increased investment and emphasis from the Chinese military, according to the report.

While discussing the report, Assistant Secretary of Defense for Indo-Pacific Security Affairs Randall Schriver characterized the threat posed by China’s cyber capabilities as “Persistent.”

The report maintains that the Made in China 2025 plan – a list of technologies and industrial sectors that China aims to dominate by 2025 – “Directly support[s] military modernization goals by stressing proprietary mastery of advanced dual-use technologies.”

U.S. officials also believe the plan is driving cyber and espionage-related theft of U.S. trade secrets.

“China uses a variety of methods to acquire foreign military and dual-use technologies, including targeted foreign direct investment, cyber theft, and exploitation of private Chinese nationals’ access to these technologies, as well as harnessing its intelligence services, computer intrusions, and other illicit approaches,” the report states.

Chinese cyber operations target critical military and civilian nodes, such as command and control servers and logistics networks, to “Deter or disrupt adversary intervention, and to retain the option to scale these attacks to achieve desired conditions with minimal strategic cost.”

A Different Kind Of Cyberwar

Since the aim is economic supremacy, and since the state controls everything that is done in China, it would be reasonably accurate to describe Chinese cyber activity as different aspects of a single overall campaign motivated and controlled by China Inc. To defend against this campaign, it is important to understand how China seeks to advance its economy, and how effective Chinese hackers have become.

Understanding China Inc and its cyber priorities is an important first step in defending against Chinese cyberattacks.

Although the report initially met with both cynicism and criticism, its veracity was later confirmed when the U.S. government indicted five Chinese officers from Unit 61398 of the Third Department of the PLA. China’s cyber expertise.

“Before the Obama administration started holding them accountable,” comments Paul Kurtz, a former member of the White House National Security Council and now co-founder and CEO of TruSTAR, “China’s attacks were noisier and easier to attribute. Adversaries learn from each other and it should be expected. China took note of Russia, Iran, and North Korea’s tactics. At a minimum, our stated adversaries are becoming more sophisticated, and China is advancing despite the 2015 agreement between Xi and former President Obama.”

Because China has been labelled for so long as conducting cyber operations to support intellectual property theft, many intrusions are mistakenly categorized as economic espionage when in reality they are much more.

While the West worries about the potential for cyberwar with its traditional foe, Russia, it fails to realize that cyberwar with China is already happening.

This is cyberwar conducted on China’s terms – it is not the traditional view of warfare.

76 Box 3: Who is behind China’s cyber warfare?77 Public part of cyber warfare The public part of cyber warfare in China is directed by the PLA General Staff, 4th Department.

China’s cyber deterrence capability in the longer term will make it possible for further Chinese expansion in the political-military area so that one day, China may become a de jure superpower across economic, technological, and military domains.

The Biden administration’s indictment for the cyberattacks, along with interviews with dozens of current and former American officials, shows that China has reorganized its hacking operations in the intervening years.

China’s prominence in hacking first came to the fore in 2010 with attacks on Google and RSA, the security company, and again in 2013 with a hack of The New York Times.

White House officials soon struck a deal that China would cease its hacking of American companies and interests for its industrial benefit.

After President Donald J. Trump took office and accelerated trade conflicts and other tensions with China, the hacking resumed.

Hacks of intellectual property, that benefited China’s economic plans, originated not from the P.L.A. but from a looser network of front companies and contractors, including engineers who worked for some of the country’s leading technology companies, according to intelligence officials and researchers.

In 2013, a classified U.S. National Security Agency memo said, “The exact affiliation with Chinese government entities is not known, but their activities indicate a probable intelligence requirement feed from China’s Ministry of State Security.”

Secretary of State Antony J. Blinken said in a statement on Monday that China’s Ministry of State Security “Has fostered an ecosystem of criminal contract hackers who carry out both state-sponsored activities and cybercrime for their own financial gain.”

Post Idea #4: Smart motorway

Smart Motorway

A smart motorway, also known in Scotland as an intelligent transport system, is a section of motorway in the United Kingdom that employs active traffic management techniques to increase capacity through the use of MIDAS technology including variable speed limits and occasionally hard shoulder running and ramp metering at busy times.

From 2013 the current term smart motorway was used by the Highways Agency to promote the technology to road users.

The map in this section visually represents the operational and under construction elements of the UK’s smart motorway system as of June 2017.

Other actions it required to be taken is for all Dynamic Hard Shoulder Motorways to be converted into All-Lane-Running by March 2025, Stranded Vehicle Detection radars to be installed on all Smart Motorways within 36 months & a potential national programme to install more ERAs on current smart motorways.

Current smart motorway systems often use the “MS4” sign type which can include pictograms from the Traffic Signs Regulations and General Directions.

Isolated stretches on a smart motorway where the hard shoulder becomes a permanent running lane through a junction and immediately surrounding the slip roads.

Warning signs were not activated until 22 minutes after the breakdown, and the coroner criticised the smart motorway system for not making it clear to drivers that “The onus is on them” to report breakdowns.

What Are They And How Do You Use Them?

Ignoring the ‘red X’ sign is extremely dangerous.

The red X is an increasingly common sight on the UK’s roads, especially the new generation of smart motorways where traffic is managed and lanes controlled.

Regardless of where you see the sign, either on a normal traffic lane or on a hard shoulder on a motorway hard shoulder, it simply means do not drive in the lane – it has been closed to traffic.

While motorways are statistically the safest type of road in Britain they can be dangerous for everyone at the scene of a breakdown.

When the relevant highways traffic management authority becomes aware of a breakdown or incident on a smart motorway they switch on a ‘red cross’ sign on the gantries that span the carriageway to close the lane to traffic.

Ignoring the ‘red X’ sign is an offence as it is extremely dangerous to so, potentially causing serious injury to those at the scene, as well as the occupants of the offending vehicle.

Any driver who ignores the red cross sign could be fined £60 and receive three penalty points on their driving licence.

What Is A Smart Motorway? Your Questions Answered

A smart motorway is a motorway that uses different methods to manage the flow of traffic.

What’s the difference between smart motorways and other motorways?

Examples of this type of motorway are the the M25 at J23-27 and at J5-6/7. What’s the aim of a smart motorway?

There’s now more than 400 miles of smart motorway in the UK, including many without hard shoulders.

Controlled motorways have a permanent hard shoulder which works the same way as a normal motorway hard shoulder.

If you break down on a smart motorway, try to get off the motorway if you can and stop somewhere safe.

Our survey asked more than 15,000 drivers and found that 7 out of 10 believed that all lane running motorways felt more dangerous than a motorway with a permanent hard shoulder.

The government says that no more all-lane running “Smart motorways” will be built across the UK, until their safety has been comprehensively assessed.

On dynamic motorways, the overhead gantries also tell drivers whether or not they can drive on the hard shoulder.

The M62 between junctions 20 and 25.the M25 between junctions 10 and 16.Schemes that are already underway will still be completed, and existing stretches of all-lane running motorways will remain unchanged.

There are about 375 miles of smart motorway in England, including 235 miles without a hard shoulder.

According to government figures obtained by Panorama in 2020, 38 people were killed on smart motorways between 2014 and 2019.Figures quoted by the Commons’ Transport Committee show that the number of deaths on motorways without a hard shoulder rose from 5 in 2017 to 15 in 2019.

Recent RAC research found a clear majority of people were in favour of scrapping all-lane running motorways, and bringing back the hard shoulder.

The hard shoulder is itself a safety risk – one in 12 motorway deaths occur there.

What Are Smart Motorways And Are They Safe?

What exactly is a smart motorway? For the most part, in the UK, this simply means a motorway without a hard shoulder, allowing traffic to utilise the additional lane.

Are they more dangerous than normal motorways?Statistically, overall, the evidence suggests not: in figures analysed by the Department for Transport between 2015 and 2018, the death toll on smart motorways by traffic volume has been slightly lower than on conventional motorways, possibly because speeds are often limited.

Even the roads minister who signed off several of the motorway conversions has since said that design faults cost lives.

What is the government doing about it?After an inquiry last year, the transport secretary Grant Shapps outlined an 18-point action plan to boost their safety – but also signalled that smart motorways were here to stay.

Dynamic hard shoulders will be phased out by 2025 – a move that the government says will reduce confusion, but also means there will be no hard shoulders at all on more UK motorways in future.

What other action can be taken?Highways England is to install more “Stopped vehicle detection” technology across the smart motorway network, so that lanes can be closed more quickly when needed.

It has also been given targets to speed up responses by traffic patrols, which have averaged 17 minutes to get to the scene of an emergency on smart motorways.

Smart Motorways

Smart Motorways are a smart infrastructure solution.

They use integrated technologies for proactive, real-time management of the road network.

These technologies collect information about traffic conditions and send to Traffic Management Centres.

By using smart technologies to proactively manage our motorways, we are making the most of Queensland’s existing motorway network and improving safety and reliability.

Smart Motorways technologies are used on some of our busiest motorways.

With evolving smart technologies and a growing population, the department is progressively rolling out Smart Motorways technologies on our road network to keep Queenslanders moving.

Smart Motorways were previously known as Managed Motorways.

Smart Motorway Pros And Cons Explained

With help from Moneybarn, we weigh up the pros and cons of smart motorways in light of the bad press – and plans for the ‘smart’ conversion of 300 miles of motorway between now and 2025.

That’s what smart motorways do with hard shoulders, with the proviso that the lane can be deactivated in the event of a stopped vehicle being detected.

Recent spates of casualties, crashes and near-misses involving stranded vehicles on all-lanes-running stretches have cast a shadow on the smart motorway idea.

At the time of the smart motorway trials, refuge areas were four times closer together than on some later installations.

Much has been made of how smart motorways are confusing for road users.

“Some hard shoulders on dynamic smart motorways are only open to running traffic during the morning and evening peaks, but this catches out some drivers when their routine changes,” Highways England chief executive Jim O’Sullivan told the Commons Transport Select Committee last year.

There is a consensus, generally, that a couple of things need to occur to make smart motorways safe.

To underscore his point, Dimon noted that the $1.5 trillion market cap of the US’ biggest banks hasn’t kept pace with the astronomical growth of tech companies like Google, Apple, and Amazon, which can fall back on multiple avenues for growth beyond financial services.

In highlighting traditional banks’ eroding dominance, Dimon called out the rise in the number of users that have turned to non-bank lenders for products like mortgages, a staple of big banks’ business.

Dimon sees both “Uneven or costly regulation” alongside the weight of aging tech, or “Legacy systems,” as Dimon put it, as contributing factors that have driven the declining importance of traditional banks in financial services.

Dimon turned again to a familiar subject: the Durbin Amendment – a federal regulation that limits the fees large banks can charge on debit payments but exempts banks that have less than $10 billion in assets.

“Acquisitions generally extend products, add services or bring in technology that we would have had to otherwise build ourselves,” Dimon said in his letter, adding that the bank has spent nearly $5 billion on acquisitions over the last 18 months.

Jamie Dimon

James Dimon is an American billionaire businessman and banker who has been the chairman and chief executive officer of JPMorgan Chase – the largest of the big four American banks – since 2005.

At Tufts, Dimon wrote an essay on Shearson’s mergers; his mother sent the paper to Sandy Weill, who hired Dimon to work at Shearson during one summer break, doing budgets.

On September 26, 2011, Dimon was involved in a high-profile heated exchange with Mark Carney, the governor of the Bank of Canada, in which Dimon said provisions of the Basel III international financial regulations discriminate against U.S. banks and are “Anti-American”.

On January 24, 2014, it was announced that Dimon would receive $20 million for his work in 2013, a year of record profits and stock price under Dimon’s reign, despite significant losses that year due to scandals and payments of fines.

On the May 15, 2012, episode of ABC’s The View, Obama responded to a question from Whoopi Goldberg regarding JPMorgan Chase’s recently publicized $2 billion trading losses by defending Dimon against allegations of irresponsibility, saying, “First of all, JP Morgan is one of the best managed banks there is. Jamie Dimon, the head of it, is one of the smartest bankers we’ve got”, but added, “It’s going to be investigated”.

During the 2016 United Kingdom European Union membership referendum, JP Morgan Chase under Dimon’s leadership donated large sums of money to the Remain campaign, and Dimon personally campaigned with Chancellor of the Exchequer George Osborne against Brexit.

During the 2020 United States presidential election Dimon wrote a memorandum calling for candidates to respect the democratic process and a peaceful transition of power, writing “While strong opinions and tremendous passion characterized this U.S. election, it is the responsibility of each of us to respect the democratic process, and ultimately, the outcome.” Dimon condemned the 2021 United States Capitol attack.

Jamie Dimon

He had been President from 2004 until 2018 and Chief Operating Officer from 2004 until 2005 following JPMorgan Chase’s merger with Bank One Corporation.

Before joining Bank One, Mr. Dimon held a wide range of executive roles at Citigroup Inc., the Travelers Group, Commercial Credit Company and American Express Company.

Mr. Dimon is on the Board of Directors of Harvard Business School and Catalyst; Board Member of the Business Roundtable; and a member of The Business Council.

He is also on the Board of Trustees of New York University School of Medicine.

Mr. Dimon does not serve on the board of any publicly traded company other than JPMorgan Chase.

JPMorgan Chase’S Jamie Dimon Says The U.S. Economy Faces “Unprecedented” Risks

The U.S. economy is facing “Unprecedented” issues, with a combination of high inflation combined with Russia’s invasion of Ukraine having the potential to “Dramatically increase the risks ahead,” wrote JPMorgan Chase CEO Jamie Dimon in his annual shareholder letter.

Dimon, who heads the biggest U.S. bank by assets, said that these issues could affect the economy “Over the next few years and on geopolitics for the next several decades,” especially as the Federal Reserve is now hiking interest rates to battle the highest inflation in four decades.

“The confluence of these factors may be unprecedented,” Dimon wrote in the April 4 letter.

Dimon’s letter, which is considered essential reading in the investment community, is decidedly more downbeat than his missive in 2021, when he had an upbeat reading on the economy.

Russia’s invasion of Ukraine is likely to “Slow the global economy,” Dimon wrote on Monday.

JPMorgan stands to lose $1 billion due to Russia’s war on Ukraine, he noted.

The U.S. should increase sanctions against Russia, direct “Billions of dollars in aid” to Ukraine and help with Europe’s migration crisis as a result of the war, Dimon said.

JPMorgan CEO Jamie Dimon identified three forces that are likely to shape the world over the next several decades: a U.S. economy rebounding from the Covid pandemic; high inflation that will usher in an era of rising rates, and Russia’s invasion of Ukraine and the resulting humanitarian crisis.

“The war in Ukraine and the sanctions on Russia, at a minimum, will slow the global economy – and it could easily get worse,” Dimon wrote.

Three forces are likely to shape the world over the next several decades: a U.S. economy rebounding from the Covid pandemic; high inflation that will usher in an era of rising rates, and Russia’s invasion of Ukraine and the resulting humanitarian crisis now underway, according to Dimon.

“Each of these three factors mentioned above is unique in its own right: The dramatic stimulus-fueled recovery from the COVID-19 pandemic, the likely need for rapidly raising rates and the required reversal of QE, and the war in Ukraine and the sanctions on Russia,” Dimon wrote.

“We expect the fallout from the war and resulting sanctions to reduce Russia’s GDP by 12.5% by midyear. Our economists currently think that the euro area, highly dependent on Russia for oil and gas, will see GDP growth of roughly 2% in 2022, instead of the elevated 4.5% pace we had expected just six weeks ago. By contrast, they expect the U.S. economy to advance roughly 2.5% versus a previously estimated 3%. But I caution that these estimates are based upon a fairly static view of the war in Ukraine and the sanctions now in place.”

Specifically…. “For any products or materials that are essential for national security, the U.S. supply chain must either be domestic or open only to completely friendly allies. We cannot and should not ever be reliant on processes that can and will be used against us, especially when we are most vulnerable. For similar national security reasons, activities that help create a national security risk – i.e., sharing critical technology with potential adversaries – should be restricted.”

“Our international consumer expansion is an investment of a different nature. We believe the digital world gives us an opportunity to build a consumer bank outside the United States that, over time, can become very competitive – an option that does not exist in the physical world. We start with several advantages that we believe will get stronger over time. … We have the talent and know-how to deliver these through cutting-edge technology, allowing us to harness the full range of these capabilities from all our businesses. We can apply what we have learned in our leading U.S. franchise and vice versa. We may be wrong on this one, but I like our hand.”

Jamie Dimon Warns US Economy Faces Major Risks From Inflation, Russia-Ukraine War

JPMorgan Chase CEO Jamie Dimon warned in his annual shareholder letter that the U.S. economy faces a potential convergence of unprecedented risks in the year ahead that have him preparing for the worst.

Although the economy remains in good health, the head of the nation’s largest bank said that the Russian war in Ukraine could collide with sky-high inflation and an increasingly hawkish Federal Reserve this year to slow growth and reshape the world for years to come.

FED RAISES INTEREST RATES FOR FIRST TIME IN 3 YEARS, PROJECTS 6 MORE HIKES AS INFLATION SURGES. “They present completely different circumstances than what we’ve experienced in the past-and their confluence may dramatically increase the risks ahead,” Dimon said.

The outlook has shifted considerably since Dimon wrote the closely watched letter to shareholders last year in which he said an economic “Goldilocks moment” could last until 2023.

“In hindsight, the medicinewas probably too much and lasted too long,” Dimon wrote, referring to the trillions in pandemic-era stimulus measures that padded consumers’ wallets and helped to keep businesses afloat.

“Along with the unpredictability of war itself and the uncertainty surrounding global commodity supply chains, this makes for a potentially explosive situation,” Dimon said.

Officials have since suggested they could move more aggressively to tighten policy amid concerns the Fed waited too long to confront sky-high inflation.
